INTRODUCTION

ACQUISITION: This addition to the David C. Harrison Papers was deposited in the Orin G. Libby Manuscript Collection by David C. Harrison of Boulder, Colorado, on July 24, 1998 (Accession #98-2218).

ACCESS: Available for inspection under the rules and regulations of the Department of Special Collections.

SCOPE AND CONTENT NOTE

This addition to the David C. Harrison Papers consists of materials related to Harrison's research in water policy and his consulting activities for the Red River Valley of the North. Materials include correspondence, research papers, and journal and magazine articles.

The first part of the collection contains items concerning the River Basin Planning Project panel that was formed to study the structure of a national water policy.

The two phases of the study entitled, "Do We Need a National Water Policy Process?", were written by Harrison under the guidance of the panel. Phase 1 pertains to the role of the local government in water policy, and Phase 2 pertains to the role of the States.

The correspondences deal mainly with the writing and distribution of Phase 1 and 2 of the study.

Other papers and articles written by Harrison from the information derived from his research for the study are arranged alphabetically. Arranged first in the collection are articles formally written by Harrison; arranged second are journal articles influenced by Harrison's research.

One file contains Harrison's work for the Environmental Law Institute in Washington, D.C.
