HISTORICAL SKETCH

The Budget Office is responsible for preparing both biennial and annual budgets. University departments have minimal involvement in the biennial budget process, but are responsible for developing and managing their respective annual budgeted amounts. The budgets represent a comprehensive financial plan for the institution, and as such, they include not only state appropriated funds, but also local funds, auxiliary funds, and grant and contract funds for the entire University.

SCOPE AND CONTENT NOTE

The Budget Office Records date from 1992 to 2003, and consist firstly of biennial budgets of the University and Medical School. The biennial budget is prepared according to the guidelines established by the Governor and the North Dakota State Board of Higher Education (SBHE). It then is reviewed by the North Dakota University System (NDUS) and Office of Management and Business before being presented to the State Legislature.

Secondly, it contains annual budgets of the University and Medical School. Annual budgets are prepared based on the results of the biennial process and guidelines of the SBHE and NDUS. The annual budget accounts for how funds are spent and allocated within the University. Unlike the biennial budget, individual departments are involved in the annual budget process. Lastly, this addition contains records of various committees, including an Enrollment Services/Management Reorganization Task Force and the Administrative Affairs Committee.

Researchers should be aware that the UND Payroll Budget (listing of University employee salaries) is kept in UA#42, Payroll Department Records.
