INTRODUCTION
ACQUISITION: The Medical Center Rehabilitation Unit Records were
deposited in the University Archives by Sharon Rask, Medical Center
Rehabilitation Unit, McCannel Hall.
ACCESS: Available for inspection under the rules and regulations of
the Department of Special Collections.
HISTORICAL SKETCH
The University of North Dakota's Medical Center Rehabilitation Hospital
(MCRH), also referred to as the Medical Center Rehabilitation Unit, opened on
January 25, 1958. The Hospital was located in McCannel Hall, named in honor of
Dr. Archie McCannel of Minot, North Dakota. Prior to the construction of
McCannel Hall, the rehabilitation unit operated out of an office in the
pathology department of the University's medical school.
During its first year of operation, a lack of housing for patients traveling
from areas outside of Grand Forks became apparent. The Rehabilitation Unit also
faced problems with providing meals for its patients. The Student Union
provided an option that did not require further transportation, but the Union's
facilities were not equipped for the handicapped at that time, and the stairs
were an obstacle for many patients attending the MCRH.
In 1960, the North Dakota State Health Council approved a plan to erect an
additional two floors on top of the one-story McCannel Hall, hoping to
alleviate some of the problems that the Rehabilitation Hospital was having in
its current form. The addition would also allow the MCRH to start admitting
inpatients by providing enough space to set up overnight facilities.
Construction began in 1961, and was completed in 1962.
The MCRH continued to expand its scope over the next several years, shifting
its emphasis from vocational rehabilitation towards a more comprehensive
"total rehabilitation" concept, including physical restoration,
social adjustment, and vocational adjustment. Patient numbers also continued to
increase steadily, and by 1966 discussions about expanding the McCannel Hall
facility were underway.
In 1968, the Medical Center Rehabilitation Unit was granted accreditation by
CARF (the Committee on Accreditation of Rehabilitation Facilities), one of only
three facilities in the United States to receive maximum accreditation during
that year. Talks about the expansion of facilities continued, and in 1971 the
state legislature approved the Hospital to proceed with the planning of a new
rehabilitation facility, providing that no state funds were used towards its
construction. The 135,000-square foot building was completed in 1974, and
located in the new Medical Park Complex off UND's campus. The Medical Park
Complex was an attempt to lower heath care costs by placing a variety of health
resources, including a hospital, clinics, and rehabilitation facilities, all in
one place. The Rehab, as it was then being called, was the first building to be
a part of this new series of facilities in Grand Forks. The Rehab operated as a
self- supporting, non-profit, fee-for-service facility, receiving no
appropriated general funds from the state of North Dakota. The new building,
located at the southwest corner of Columbia Road and Eleventh Avenue South, was
dedicated on May 24, 1974.
SCOPE AND CONTENT NOTE
The Medical Center Rehabilitation Unit Records date from 1958-1990, and are
divided into five series as follows:
Series I: General Information Pertaining to the Medical Center
Rehabilitation Unit
This series is divided into five sub-series. Sub-series A consists of
general and background information about the Medical Center Rehabilitation
Unit. The sub-series includes the Medical Center Rehabilitation Hospital's
Belief Statement, a supplemental funding request for the Medical Center's Child
Evaluation and Treatment Program (C.E.T.P.), and a map of the Rehabilitation
Hospital. Sub-series B contains admissions, inpatient, and outpatient
information. Within the sub-series are a list of pre-admission review criteria,
statistics reflecting inpatient and outpatient data, and referral information.
Sub-series C consists of forms used by the Medical Center Rehabilitation
Unit. Among the forms are forms current as of 1989, pre-1989 forms,
"Walker Forms," and "primary objectives" sheets to be
filled out by a physician. Sub-series D is comprised of manuals,
handbooks, and similar instructional materials. The employee handbook, a 1988
policies and procedures manual, and a patient information booklet are included.
Annual Reports for the Medical Center Rehabilitation Unit can be found in
Sub-series E. These annual reports contain reports from the chairman,
administrator, and medical director, fiscal year highlights, admission and
discharge information, a list of services provided, a financial statement, and
a list of educational affiliations. Box 1, Folder 1-Box 1, Folder 50
Series II: Program Evaluation
This series is divided into six sub-series. Sub-series A contains
general information pertaining to program evaluation, and a few early 60-day
follow-up surveys/reports. Within the sub-series are some general program
evaluation documents, information regarding establishing a follow-up program,
an early version of a 60 day follow-up report (entitled a follow-up survey),
and two other early 60 day follow-up reports. Sub-series B is comprised
of 60 Day follow-up Comprehensive Reports. These reports contain non-specific
patient information, including a list of patients by disability/injury and
patient feedback. Sub-series C is made up of 60 Day Follow- Up Summary
Reports. These summary reports directly correspond to the 60 Day Comprehensive
Reports, but are in an abbreviated form with fewer details and specifics. The
Summary Reports are essentially an overview of the Comprehensive Reports.
Program Evaluation Quarterly Reports can be found in Sub-series D. The
Program Evaluation Quarterly Reports are all from 1979/1980 and give
information similar to the follow-up reports, but on a quarterly basis. Sub-
series E includes Program Evaluation Quarterly Comprehensive Reports. Much
like the Program Evaluation Quarterly Reports, these reports contain
information from 60 Day Follow-Up reports synthesized into quarters. These
reports date from 1981-1989. Sub-series F is comprised of Program
Evaluation Annual and Semi-Annual Reports, as well as some additional data on
program evaluation. The Annual and Semi-Annual Reports build on the data from
the Quarterly Reports, giving an overview for the year. Also included are some
notes on the program evaluation system, along with some proposed changes, and
information regarding the functional classification system used in program

Series III: Marketing and Planning
This series is divided into four sub-series. Sub-series A contains
information from marketing and research studies done for the Medical Center
Rehabilitation Hospital. Among the included documents are a number of marketing
and communications plans ranging from 1986-1989, several lists of strategies
and recommendations from a "market plan," regional survey results
regarding third party payors and discharge planners, and an extensive market
research report concerning public awareness of and attitudes toward medical
rehabilitation. All materials directly related to the Medical Center
Rehabilitation Unit's long-range planning efforts can be found in Sub-series
B. Background information about the proposed long-range planning project,
as well as drafts, proposals, and reports on the matter are included.
Sub-series C is made up of materials to do with strategic planning. The
sub-series contains two documents from a May 15, 1989 strategic planning
retreat, as well as a set of general figures and diagrams detailing strategic
thinking and hospital strength and weakness assessment. Sub-series D is
comprised of miscellaneous documents. Included are a document analyzing sick
leave according to tenure, and an item of inter-office communication. Box 2,

Series IV: Memoranda and Correspondence
This series is divided into two sub-series. Sub-series A includes all
inter-office communication taking place within the Medical Center
Rehabilitation Unit. Also contained in the sub-series are memoranda regarding
the annual North Dakota Rehabilitation Week. Sub-series Bconsists of all
correspondence between the Medical Center Rehabilitation Unit and outside
persons and agencies. There are a number of letters from 1958 concerned with
the dedication of McCannel Hall, the location of the Medical Center
Rehabilitation Unit, which took place in that year. Also included with those
letters are letters relating to the ten year anniversary of the hall's
dedication, which was held in 1968. A further division of the sub-series
contains all letters regarding the annual North Dakota Rehabilitation Week
which was celebrated by the Medical Center Rehabilitation Unit and its

Series V: Published Materials (Published by or About the Medical Center
Rehabilitation Hospital)
This series is divided into five sub-series. Sub-series A contains
issues of the Medical Center Rehabilitation Hospital's Commentary; a
semi-annual publication put out by the hospital for public education on issues
in medical rehabilitation. In addition to issues of Commentary dating
from 1979-1990, an exhaustive list of issues by date is included. Sub-series
B is comprised of fact sheets, brochures, and pamphlets. Of those that were
not published by the Medical Center Rehabilitation Hospital, most have to do
with topics related to medical rehabilitation, or with the University of North
Dakota and programs and majors that could lead to a career in medical
rehabilitation. Materials published by the Medical Center Rehabilitation
Hospital included range from fact sheets regarding physical disabilities and
related medical conditions to recipes. Sub- series C includes materials
relating to the dedication of the McCannel Building and Rehabilitation
Hospital, and to North Dakota Rehabilitation Week. Among the materials from the
dedication of the McCannel Building are an invitations list and newspaper
articles. There are also documents on the history of North Dakota
Rehabilitation Week that give background information on the subject, a list of
ideas for promoting the celebration of rehabilitation week, and press releases
from the Medical Center Rehabilitation Unit's celebration of North Dakota
Rehabilitation Week dating from 1978-1989. Sub-series D contains un-used
monogrammed items belonging to the Medical Center Rehabilitation Unit. Within
the sub-series are blank certificates of achievement, blank stationary, and a
blank certificate of attendance. Sub-series E is made up of articles
about the Medical Center Rehabilitation Unit, its employees, and patients. Many
are from the Grand Forks Herald and have to do with patients of the hospital
who were injured in accidents and made tremendous progress through medical
rehabilitation. There are also a number of articles on employees of the Medical
Center Rehabilitation Hospital, including Sharon Rask, Donald Barcome, and Jack
