The Executive Committee met at the University Building at 9 O'clock A.M., Regent E.A. Healy in the Chair. Present Regents E.A. Healy, C.E. Teel and R.M. Evans.

Healy was authorized to correspond with, and secure a Miss Thacker, of Pembina, on the best terms possible to take this position, voting aye, Regents C.E. Teel, E.A. Healy, and James Twamley.

A communication from President Wm. M. Blackburn inquiring whether students could have rooms in the Building for the purpose of Boarding themselves, was ordered answered in the negative.

The Secretary was instructed to invite the Architects to inspect the main building and report with recommendations at the next meeting of the Board of Regents.

The matter of placing additional Insurance upon the University Building was referred to The Chairman of the Building Committee with authority to act, voting aye, the unanamous [sic] voice of the Committee.

The painting of the Rear Addition was also referred to the Chairman of the Building Committee with authority to make contract for the Board of Regents, voting aye, the unanamous [sic] vote of the Committee, upon motion, the employment of a Superintendent was discontinued from Oct. 30, 1884.

Regent E.A. Healy reported progress in reference to the employment of Miss Thacker:

Bills of workmen having errors in time were referred to the Secretary for corrections.

The report of Messers Kees and Fisk, Architects, was read as follows: -

Grand Forks Nov. 5, 1884,

Gentlemen of the Board of Regents of the U. of N.D.:

In accordance with your request, we have examined the work and material of the building and find the work completed according to the plans and specifications and under the contract for the same with these exceptions: Iron [coping] on front Gables, Iron Rail on side stairs (outside), Finale on Tower, Ceiling in entrance, also in stairs, Putting in two [transoms], Patching the plastering, Repairing the Gutter.

With the condition that these things be completed and repaired, we would recommend that the building be accepted, very respectfully yours, Kees and Fisk.

Upon motion the report was accepted and adopted and ordered on record.

The Secretary was instructed to notify the Contractor, P.B. Broughton that the Building was accepted on the conditions specified in the report of Architects Messers Kees and Fisk. The board then adjourned to meet at the office of Regent C.E. Teel at 9 Oclock A.M., Nov. 6, 1884.

Board of Regents of the University of North Dakota,

Grand Forks, D.T. December 2, 1884.

The Board of Regents met in regular quarterly session at the City Hall at 4 Oclock P.M. Present, Regents, James Twamley, E.A. Healy and R.M. Evans. In the absence of President Collins, Regent R.M. Evans was elected president protem.

The minutes of the meeting of Nov. 6th, 1884 were read and approved. The Secretary was instructed to draw Voucher #120 on the Incidental Fund for Viets and Twamley.

Regent E.A. Healy, Chairman of the Executive Com. reported that Miss Thacker is unable to make an engagement to teach in the University. The report was received.

A communication was read from General Manager Manvel of the St. Paul, Minneapolis and Manitoba R.R., announcing that a flag station had been established at the University Grounds and that Trains #9 and 10 would stop for passengers on signal.

A committee consisting of Regent James Twamley and the Secretary was appointed to see Mr. John Cole, to request him to desist from complaining about Railroad rates to the University.

A communication from the Attorney General was read as follows:

The Board of Regents met at the office of the President of the University. Present, Regents James Twamley, R.M. Evans and C.E. Teel.

Regent R M Evans presided in the absence of the President. The minutes of Dec. 2nd were read and approved.

#135 J. W. Queen Bill of Jas W. Queen for apparatus and chemicals, amounting to $62.48 was presented and $62.48 allowed Voucher #135 was ordered drawn on the Apparatus Fund.

Register for Faculty. The Secretary was instructed to procure a Register for the use of the Faculty in registering Students and Faculty.

Rear Add. The completion of the carpenter work on the Rear Addition to the University Building was let by contract to Messrs R. Lea and O.J. Willson, the same to be completed Dec. 20, 1884; for the consideration of $100.00; and the Sec. was directed to draw voucher for the sum of $100.00 in favor of the said R. Lea and O.J. Willson on the completion of the

works. Adjourned to meet subject to the call of the President of the Board.

Wilder, where at 7 P.M. same day Dr Teel and James Twamley assembled and yet without a quorum a second adjournment was made to meet subject to the call of the Chairman of the Executive Committee.

Investigation. of reported clashing of authority.
Present, President Collins and Regents Twamley, Evans and Teel. Minutes of Meetings of 17th inst. read and approved. Application of Mrs. W.T. Collins for position as teacher read. On motion the members of the faculty and Mrs. Mott were requested to be present as it is the purpose of the meeting to investigate certain reported clashing of authority of the Faculty and Mrs. Mott. On motion the Board listened to President Blackburn who among other things charged Mrs. Mott with being a tale bearer and not using proper discretion in case of misdemeanors of the students and advised the Board that Mrs. Mott be dismissed from the corpse of teachers but not establishing the facts after which Mrs. Mott who denied the charge was heard.

Adjourned to meet in the office of Vermont Loan and Trust Co. at 3 P.M. this day.

The following named members of the Board of Regents of the University of North Dakota were present at the regular meeting of the Board to-day, viz: Prest. Collins and Regents Twamley and Teel. After roll call the minutes of the meeting of February 19th were read and approved. The committee appointed to draft a code of rules for the government of resident students offered their report which after having [insertion] been [end insertion] slightly altered was adopted as follows,

Rules for Resident Male Students.

The President of the University in charge.

1. The Resident[erased and overwritten] Male Students are under the immediate charge Resident of the President of the University, who is authorized to give demerit marks for infraction Male Students of regulations, insubordination or disorderly conduct.

2. Number of demerit marks required for sus-

3. The authority to suspend is vested in the Faculty of the University.

4. Each student on entrance shall sign his name in the University Register to a declaration that he shall conform to the regulations relative to resident male students.

5 Rooms are assigned by the President of the University, subject to the approval of the Executive Committee of the Board of Regents, or of the University Faculty.

6. No room can be vacated without the permission of the President of the University, subject to the approval of the Executive Committee, or of the Faculty.

7. Students are prohibited from defacing or otherwise damaging the building and furniture. A money fine shall be imposed upon the occupants of each room to cover all damages to room or furniture beyond the ordinary wear and tear: and a general fine shall be assessed upon all resident students to cover damages to hall, parlors, dining rooms or furniture of same, the amount of such damages to be fixed and assessed by the Executive Committee.

8. The students are prohibited from receiving female [undistinguishable word erased and overwritten] visitors in any room or rooms of the building except in the public parlor, and then only under such rules as may be prescribed by the Faculty.

9. The students shall regularly attend Morning Prayers of the University unless exempted from so doing, in consequence of the objection of their parents or guardians.

10. They shall attend their respective place of worship on Sunday, unless exempted from so doing, in consequence of the objection of their parents or guardians.

11. No student shall be absent from the University after 6 oclock PM. between the 1st of November
