St. P. M.& M.R.R. Side TrackThe Secretary was instructed to correspond with the manager of the St. Paul, Minneapolis and Manitoba R.R. in reference to securing a side track on the University grounds.

Acceptance by Prof H.Montgomery.A communication from Prof. Montgomery accepting the positions of Prof. of Natural Sciences and Vice President of the University was read.

Approval of Minutes
Contract and Bond of P.B. Broughton Deferred
The Board of Regents met at the City Hall at 4 o'clock P.M. with President Collins in the chair. All the members of the Board present, except Regent C.E. Teel. The Minutes of August 13 th were read and approved. The Business of the meeting announced, to examine and pass upon the Contact and Bond of P.B. Broughton. The Contract was read by the Architect, Mr. Fisk. After corrections of the Contract, the matter was deferred to another meeting of the Board in order to give Mr. Broughton an opportunity to procure his bondsmen.

Report of Building Com. on Supt. of BuildingThe Building committee made the following report which was accepted and adopted: "Your Building Committee would respectfully recommend F.W. Iddings as

F.W. Iddings AppointedSuperintendent of the building at a salary of three Dollars per day for actual time employed.

The following communication was then read from Architects Kees and Fisk: "Gentlemen of the Board of Regents:

The Board of Regents met at the city hall at 4 o'clock P.M. with Prest. Collins presiding. Present Regents W.T. Collins, E.A. Healey [sic], C.E. Teel and James Twamley. On motion Regent E.A. Healy was appointed to Secretary pro tem.

Approval of minutesThe minutes of August 20 were read and approved. Communication was read from Secretary F.W. Iddings stating that he had been called away to St. Paul by telegram.

Sec directed to procure Bond of PlumberOn motion of Regent Jas. Twamley the secretary was directed to procure a Bond from Messers Stevens and Ganegan, plumbers, in the sum of $250.00 for the faithful performance of their contract.

Com. appointed to prepare programme for Ceremony of laying Corner StoneIt was then moved and seconded that a committee of three be appointed to prepare a programme for the ceremony of laying the corner stone of the University,- Carried. The committee was appointed consisting of Regents James Twamley, C.E. Teel and E.A. Healy. The committee was ordered to report tomorrow at 4 o'clock P.M.

Time of Ceremony fixedThe time was fixed for the Ceremony of laying the corner stone on Tuesday Oct. 2 nd 1883 at 3 o'clock P.M. On motion the Board adjourned to meet at 4 o'clock P.M. of Sept. 19, 1883.

Approval of MinutesThe Board of Regents met in adjourned session at the City Hall at 4 o'clock P.M., President W.T. Collins in the chair. Roll call and present Regents W.T. Collins, James Twamley, C.E. Teel & E.A. Healy. The minutes of the meeting of Sept. 18, were read and approved.

Bonds of P.B. BroughtonThe Bonds presented by P.B. Broughton in the sum of twenty ^six thousand Dollars ($26,000) with sureties as follows were approved: One Bond for $18,000, with A.D. Robertson and George P. Harvey of Minto D.T as securities and one Bond for $13,000, with E.B. Eddy of Fargo D.T. and K.O. Skattaboe of Minto D.T. as sureties. On motion of Regent C.E. Teel, the Contract was re-read.

Contract adoptedIt was then carried on motion of Regent Jas. Twamley that the contract of P. B. Broughton be adopted and signed by the board.

Invitations to Lay Cor. Stone On resolution, the secretary was instructed to invite Govenor Ordway, and Genl. Beadle Supt. of Public Instruction to be present at the laying of the corner stone of the University Building Oct. 2 nd .

Report of com. on programmeThe report of the committee on the programme for the ceremony of laying the Corner Stone was presented and adopted as follows:-

The chairman of the committee, Regent Jas. Twamley appointed to correspond with S.P.M.&M. R.R. Co. with a view to procuring return fares to Grand Forks Oct. 2 nd . Regent C.E. Teel appointed to procure the services of the Cadet Band for the same date, Regent Jas. Twamley was appointed to invite the Masonic league of Grand Forks to take charge of the ceremony of laying the Corner Stone of the University Building, On motion, it was resolved that the President of the Board be requested to invite State Supt. D.L. Kiehle, of Minnesota to deliver the oration on the occasion of laying the Corner Stone.

It was also ordered that the necessary expenses incurred by the committee in conducting the cere-

mony of laying the Corner Stone shall be paid by the Board of Regents.

Bond of Stevens and Genegan acceptedThe Bond of Messers Stevens & Ganegan Plumbers, in the sum of Two Hundred and fifty and Dollars with J.S. Eshlman of Grand Forks D.T. as surety was presented; and on motion the same was approved and accepted.

Contract executed for plumbers workOn motion the Contract with Stevens & Ganegan for the plumbing work in the University Building was executed by the Board.

Gov. Ordway PresentGovenor [sic] Ordway, ex officio member of the Board came in and offered interesting suggestions and urged the Board to hasten as rapidly as possible the preperation [sic] to open the University and place it in full operation.

Mr. Layland and the Norwegian element in the UniversityThe secretary was directed to invite Mr. Layland to meet with the Board at the next meeting for the purpose of giving the Board an opportunity to become acquainted with him with a view to action in reference to his application for a position in the faculty representing the Scandinavian population in the University.

Memorial for U.S. Land GrantUpon motion of Regent E. A. Healy, it was resolved that this Board through the president, respectfully request the U.S. Government to make the University of North Dakota a land grant similar and equal to the grant made to the University located at Vermilion D.T.

Correspondence with Prest' of University [P]Upon motion of Regent R. M. Evans, the Secretary was instructed to correspond with all the Presidents of the Universities within his knowledge and get suggestions in reference to the selection of a President for the University of North Dakota, The Board then adjourned sine die.

Owing to lameness of Regent James Twamley, the Board adjourned to his, residence, when Regent C. E. Teel came in, making a full Board present.

Communication of Hon. Raymond
The minutes of December 4, 1883, were read and approved. The President reported that he Honorable Raymond had introduced a bill in Congress making a grant of public lands to the University, similar to the one made the University at Vermillion [sic] in Southern Dakota.

Correspondence in relation to a PresidentThe correspondence in the hands of the Secretary in reference to a President for the University was canvassed; and the Secretary was instructed to say in response to inquiries that the Board of Regents expect with pay the President an initial salary of $2500. per annum and that he will be expected to teach.

Notice of draft protest on Dft. Of Board of RegentsNotice was read from the Cashier of the Citizens Natl. Bank to the effect that Mr. P. B [Broughton], Contractor, had drawn upon the Board of Regents for $3118.97/100 on account of Observatory Building, and that said draft was duly protested for non-acceptance.

Interest on Observatory Estimates
The Secretary reported that the President and Secretary had drawn Draft-due the same date with similar instructions upon Messers W. Budge, M. [Olmer] and John [Mc Kelvey] for $3150.00. The President reported that Messers W. Budge and John Mc Kelvey had declared it responsible to raise the money to meet the Draft till Spring; and offering to give their notes bearing interest at 7 % for payment. It was decided to allow the Draft in Bank on Messers W. Budge, M. Olmer and John McKelvey, take its course; and Voucher No. 26 was ordered drawn upon the Territorial Auditor in favor of P. B. Minutes of March 4. approved The minutes of the meeting of March 4 were read and approved. The object of the meeting was stated to be for the consideration of matters pertaining to the selection of a President of the University and making such other preperations [sic] as may be deemed necessary, looking towards the opening of the University for students in September. After an informal discussion, the Board adjourned without action to meet at the Residence of Dr. W. T. Collins in the evening of the same day at 7:30 O'clock.

Communication from Prof. Mont-gomery.Letters were read from Professor Montgomery, giving suggestions and urging upon the Board of Regents, the necessity of some immediate action in issuing a circular of information in reference to the opening of the University; also, expressing a desire to know as soon as possible whether the duties of President in the organization of the University would dissolve upon him.

Correspondence with candi-dates forCorrespondence and testimonials in reference to suitable and available men for the Presidency of the University were laid before the Board in full.

Total votes cast 5, of which F. W. Iddings received the whole number, and was declared elected. The Annual Financial Report of the Secretary was then read as follows:--

Financial Report of Secretary.To the Honorable Board of Regents of the University of North Dakota: The Treasurer of the Territory has reported the sale of the $30,000.00 Bonds at a premium of $182.50/100 and that according to the act of Legislature the sum of 30182.50/100 has been placed to the credit of the Construction Apc. for the erection of a main building for the University.

On this sum Warrants have been drawn to date amounting to $[space] and leaving a ballance [sic] of [space] on hand.

The amount of the appropriation for incidentals was $[space] of which has been expended the sum of $[space]

The appropriation for apparatus was $[space] and for Tuition $[space], and for Improvement of Grounds $[space], and for Fuel and Janitor $[space], none of which have yet been expended.

Besides the above there have been warrants drawn upon the General Fund of the Territory for Expenses of the Board of Regents to the amount of $[space].

Reappointment of Standing CommitteesThe other standing committees not having been called into services as yet had no report to render.

Appointed chairman of the Building Committee, Vice Jas. Twamley. Upon motion the report of the Secretary was accepted. A communication was read from Messers Kees and Fisk in answer to an inquiry from the Secretary in reference to Heating Apparatus, in which the [Haxtum] Steam Heating Company were recommended to the favorable consideration of the Board. The whole matter of Heating was referred to the Building Committee with instructions to bring in a full at the next meeting of the Board. An application was read from W. J. Ritchie for the position of Janitor and Engineer of the University Building, which was placed upon file.

The Building is made of dry pressed Minto brick and presents a handsome appearance. It was enclosed before the cold weather last Fall so that we have been enabled to push the inside work during the winter months and hope before many days to be able to turn it over complete to your honorable body.
