North Dak Dear Sir: The City Council when granting
the petition of the Board of Regents for authority
to tap the City Water Mains for a supply of
water to the University also made provision that a copy
of the plans and specifications should be
filed of record with the City Clerk by said
Board of Regents. You will please take notice and
file the same before the Board commences
work on its said main. This provision
was made so that the plans and
specifications should be a matter of public record and
for the City Engineers guidance in his
supervision of said work. Very respectfully

Reg Fulton withdrewThe Board of Regents met in adjourned session with a full Board present.
President Twamley in the chair. The report of the
Executive Committee in regard to Professors and
Instructor for the com-ing year was taken up. The
application and tes-timonials of I.O. Walker, of Ann Arbor, Mich. were read. On ballot that part of the
report of the Ex-ecutive Committee refering to the
chair of Mathi-matics, Physics and Astronomy
recommending that H B Woodworth be elected
to the chair of Mathi-matics at a salary of $2000.00
[superscript] per annum was adopted by a vote of three in the affirmative and two in the negative and
on motion of Regent Teel made unanimous. On ballot that part of the report of the said committee refering to the chair of English, French and
German recommend-ing that John Macnie be elected to the chair of English, French & German
Languages at a salary of $2000.00 [superscript] per annum. was adopted by unani-mous affirmative vote. On ballot
that part of the report of the same committee refering to the em-ployment of an Instructor in
Book-keeping recommending that C.S. Teel be employed as teacher of bookkeeping at a salary
of $750.00 [superscript] pr annum was adopted by the Board by a unani-mous affirmative vote. Estimate
#1. on the Geo H. Walsh water works contract as follows, viz: - Estimate of material on ground Pipe, lead,

Change of location of Museums matter of
plumbing in the university building was on motion referred to the Executive Committee with
power to act at the earliest possible moment. Amount to
be expended not to exceed $2000.00 [superscript] All voting aye. The
Secretary was instructed to ask of the Faculty
their opinion as regards the employment of a
Lady Instructor for the en-suing
year. The Library Committee reported to the Board a resolution
recommending the construction of temporary
shelving, sufficient to accommodate the
books now on hand or likely to be procured before
the beginning of the next session. On motion the report was
accepted and adopted. The Libra-ry Committee was on motion instructed to have the
shelving put up at once. On motion the following was adopted, viz: - Moved that possible
changes in the location of the mu-seums be referred
to the Executive Committee with power to
act. On motion adjourned to 9 o'clock, A.M. June 16" 1885.

Ex. Com. reportThe Board of Regents met in Adjourned session with a full Board present. President Twamley in the chair. Under the head of
unfinished and miscellaneous business the motion of Regent Teel, as follows, viz: - "I move that the
Secretary be instructed to see Mr Walsh and have the contracts for the water mains so
changed as the correspond with the records in reference to the employment of City Engineer to
the City limits" was carried by a unani-mous vote. Chairman Fulton of the Executive Committee
reported upon the bill of John A. Mitchell as Janitor [and symbol] Engineer that that Com-mittee
recommended that the Sec'y be instructed to pay Mr John Mitchell $150.00 [superscript] in full to June
15" 1885 and to take receipt in full of all demands
against the Board of Regents and on

C.S. Teel accepts position of Instructor
Fuel. ref- to Ex Com.Mr Mitchells bill of sundries that from the in-formation the committee have the
item of oil in Mr Mitchell's bill is not a proper charge against the University and the
committee recom-mend the payment of only $12.75 [superscript] of the bill. On motion the first part of
the report was accepted and adopted and voucher was ordered drawn on the Janitor and Engineer
fund for $150.00 [superscript]. All voting aye. On motion $12.75 [superscript] of Mr.
Mitchell's bill of sundries was allowed and voucher ordered drawn on the incidental
fund for the amount. All voting aye. After considering the item of oil in Mr Mitchell's bill
the Board considered the charge valid and on motion it was allowed and voucher for $25.93
[superscript] ordered drawn on the Lights [and symbol] Fuel fund. All
voting aye. On motion the Secretary was instructed to
change the record of the minutes in regard to the
fund upon which voucher #143 was ordered drawn from The construction fund to the ground improve-ment fund - as the voucher was
correctly drawn on the latter fund. All voting aye The following communication from C.S. Teel,
viz:- Grand Forks, D.T. June 16" 1885. To the Honorable Board of Regents. University of North Dakota.
Gentlemen: - For the conferred upon me last evening by the Board of Regents in unanimously
electing me to the position of Instructor in Book-keeping I accept, promising to meet their
expectations in that department to the best of my ability. Respectfully C.S. Teel. was
ordered placed on file. The matter of fuel for
1885-6 was on motion referred to the Executive Committee
with power to act with all convenient promptness.

Marshall's notice. of such action, Be it resolved
that the intention and meaning of this Board in failing to re-elect Dr Blackburn as President of the
University, was to remove the said Dr. Blackburn and sever all connection between him and the
University, and he is hereby so removed." was adopted by a vote of three in the affirmative
to two in the negative. On motion of Regent Fulton the fol-lowing, viz:- "Resolved that Prof.
Montgomery be requested by this Board to make a professional visit to the Black Hills of
Dakota, in the inter-ests of the University. That all minerals [and symbol] other specimens fossils [and symbol]
petrifactions there collected and donated, be by him turned over to the Museum as the as the property of the
University. That his salary be increased for the year 1885-6 to the extent of his actual expenses incurred
in making the trip. was adopted by a unanimous affirmative vote. The following communi-cation, viz:- City Marshall's Office. Grand Forks,
Dak., June 16th 1885. To the Honorable Board of Regents of North Dakota
Gentlemen. I have been instructed by members of the City Council to notify the Board of Regents

Water worksThe Board called to order with Regents Fulton, Roach, Teel and Twamley present. Prest. Twamley in the chair. On account of not having been able to have a satisfactory test of the water works action on that matter was deferred until to-morrow.
Deed of right of way procured [and symbol] resolution from Co. Comr's granting right of way for water works The Secretary reported that as instructed he had procured deed of right of way from Miss. Budge [and symbol] Eshelman, and a resolution from the County Commissioners granting right of way, for the water works, as follows, viz:- Resolution Whereas The Regents of the University of North Dakota have petitioned this Honorable Body for the right to lay water main or pipe along a certain County Road It is herby Resolved: - That we the Board of County Commissioners of the County of Grand Forks Dakota Territory do hereby Grant and Convey unto the Regents of the University of North Dakota their successors and assigns the right to enter upon the County road commencing at the termina-tion of the street called Broadway in the City of Grand Forks Dakota Territory and extending to the East line of Section 5 Town-ship 151 Range 50 and to excavate a trench along said road to lay water main or pipe therein and to fill the same_ And be it further Resolved: - That the said the Regents of the University of North Dakota have full right and authority to at any time they may deem it necessary or expedient to do so. to enter upon said County Road and repair, replace or remove said water main or pipe. Provided Never-theless that the said The Regents of the Uni-versity of North Dakota shall after the placing of said water main or pipe or after said water main or pipe or any portion

thereof shall have been replaced, removed or repaired. perform or cause to be performed on said road such work and labor as will leave the said road in the same or as good a condition as it the said road was before the laying of said water main or pipe or the replacing repairing or removing of the same or any portion thereof. And the said Board of Regents shall indemnify the County of Grand Forks for any and all damages which may or shall accrue or be recovered against said County for or by reason of said highway being out of repair at any time in consequence of the operations of the said Regents or their agents or servants contemplated herein.-~"~

Secretary was instructed to write The Secretary of War in regard to furnishing the University with an officer for
instructor in military affairs. On motion the report of the City Engineer and Chairman of the City Waterworks
Committee as follows, viz:- Grand Forks, Dak., July 29 1885.. We the undersigned, do certify, that the waterworks
extension known as the University water mains, within the limits of the City of Grand Forks D.T.
have this day stood at pressure test varying from 80 to 120 lbs per square inch. Indicated by a

The Library Committee made report recom-mending the adoption of
Mayhero's Uni-versity Book Keeping as text book in the University and on motion the Secretary was empowered to purchase the
necessary material for the course in book keeping. Communication from Morrill and Niles in regard to draft of P B. Broughton favor of the Anoka Sash & Door Co was presented. No action thereon the Board assent-ing to action already taken by Secretary Communication from N. H Winshell Minnesota State Geologist stating that he had forwarded by express a copy of volume one of the final report of the geological and
natural history survey of Minnesota presented. No action but it was understood that in
receipting for the volume the Secretary should convey to Mr. Winchell the thanks of the
Board. Com-munication from F. B. Clarke General Traffic Manager of the Chicago, St Paul, Minneapolis and Omaha Ry. Stating

P.B. Broughton.The Board of Regents of the Uni-versity of North Dakota met in adjourned session with Regents Fulton, Healey, Roach, Teel and Twamley present. President Twamley in the chair. The minutes of
meetings of Sept 1" and 2" were read and approved. The Secretary reported that he had
received an inquiry from the Red River Elevator Co. as to when the Board would be ready to
receive bids for coal for the University also a communica-tion from F. B. Clarke. G.T.M. of the
C.St. P.M & C. Ry. stating that he could do nothing better on the specimens from the Black Hills than he wrote on Aug. 17". A communication
from the Faculty recommending the purchase of twenty from more seats was
read and filed for reference. The following communica-tion from Morrill & Niles, viz:- Anoka, Minn

DearSir: Your favor of the 3rd inst. at hand.
There is evidently some mistake about the voucher No 64 for $1963 90/100 as Mr Broughton has never received it and as we wrote May 21st last the only vouchers for Observatory re-ceived by him were vouchers Nos 49 and [written diagonally] 50 the first for 1612 00 [superscript] and the second for $1385 00 [superscript]. Neither has Mr Broughton received such a voucher on the University and no payment has been made him of any such an amount as $1963 90/100 The voucher has been paid as we understand by your letter and could you not either give us a copy of the voucher or inform us to whom it was delivered or paid? Mr Broughton does not wish a cent that does not belong to him and of course wants everything due him. We wish the Board would now attend to this at once and not delay Mr. Broughton as his creditors are pushing these claims against him and he will

Prof. M's account of trip to Black Hills and recom-mendation of the Board.The matter of the purchase of maps for the department of the Greek and Latin Languages and Literatures was on
motion referred to the Library Committee. It appear-ing that voucher #121 for $42 00
[superscript] payable to Chas Schabo was lost the Secretary was instructed upon his being
furnished with a good and sufficient bond of indemnity to draw a new voucher for the
amount. All voting aye. Prof. H. Montgomery being present upon request of the Board gave a short account of his trip to the Black Hills. The following resolution was then adopted by a unanimous vote, viz: - That we have heard with pleasure Prof. Montgomery's account of his trip
